Hello! Welcome to the forums!

Lines are fairly easy to replace. No need to splice them any of them (look up halyard knot). Measure the length and diameter and then go shopping. For most lines you'll want double braid or yacht braid.

You might get a some better answers if you can give us some more details on what model head you have.

A good book that covers a lot of topics is This Old Boat

I'm sorry it's a 1970 23ft irwin. It has a head but not sure how it works. There are ports on the front starboard side for waste and fresh water.

It needs alot of attention but we're willing. Need help with the head. Not sure how it works. It appears to be self contained but today I found 2 ports on starboard side one marked waste one marked water. Both stainless. So......

I hate recommending a pressure washer because of the risk of washing out sealant but I think it's justified in this case. Only use an electric from a distance and be extremely careful not to hit any fitting, window frame, etc. Rebedding is not a short, nor easy project. I do suggest spending a few hours inside the boat when it's raining heavily so you know what leaks need to be addressed.

Take a pic and get the model of your head. Chances are that it will need a replacement or overhaul, including the hoses. Hoses and the joker valve are the primary source of smells. Hose gets expensive but you can get a Jabsco head for $200. Don't skimp on the hoses. Your partner will never let you hear the end of it if it stinks!

I think the "Water" port is to fill water tanks and not directly related to the head. The "Waste" port is for pump out - whether you have a holding tank or a self contained Marine Sanitation Device (MSD).
1970 was about the time holding tanks were required. It is possible your waste system is retro fit. We'll see what you have.
The bottom looks decent, at least on the port side. It needs some attention near the waterline but I don't think it's a full bottom job - good!
You're going to paint the top sides which has been painted before - don't bother trying to restore them. Please restore the cove stripe. It will make the lines of the boat more pleasing.
The deck will be problematic. Painting a deck is way more difficult than the topsides because of the non-skid areas. I would use the power washer and see what you get. The deck around those fittings looks pretty rough. The water fill needs re-bedding and the waste prolly does too.
Soft decks are maybe the biggest problem with boats like this. We haven't heard anything about the decks.

I really appreciate the feedback. I have a pipe/tube that runs the bottom and not sure where it starts or where it ends. Any help? It does have a cover but get alot of water in that area after a rain. What do I call it? See it in the center. This is a old pic I'll have to update that area in pics.

If this is what you are referring to, then that would be the compression post. For cleaning, I suggest the following: magic erasers (look on amazon for knock offs), acetone, and Spray Nine

I can't see a pipe in the pics.
The area with a cover is the bilge, I think. If you have leaks, which is likely, that is where the water should end up. But you need a way to dewater that area - an electric bilge pump, manual bilge pump or a portable pump. The simplest system is a manual pump (Diaphragm type) and a hose to somewhere that drains outside the boat. I'd be surprised if your boat didn't already have such a system.
The hose may drain a forward area like the chain locker or other dead space in the bow. Or maybe it's the hose for a manual bilge pump located outside the bilge. Look in the cockpit - they are not hard to find.
I like the layout of the interior. You'll have a nice pocket cruiser after it's fixing up.

Write a list of all the items to fix. We'd be happy to help you prioritize. Doing them in the correct order can reduce work in the future

I'm not seeing any evidence that the Irwin 23 ever had an inboard so I'm a bit stumped on what the shaft and stuffing box looking contraption really is

I as well.the cable in there runs through to a pulley in the belly/butt of the boat up to a winch on the starboard side in the cockpit. I haven't had it off the trailer yet but wounder if it has a swing keel is that possible? Thank yous for all your help i really appreciate it.

Yep. I just did some more research. It appears that Irwin used a stuffing box and delrin rod to raise and lower the centerboard. The cable is likely part of this system as well
