Improving folding rudder on H20

My 1983 H20 spends its downtime at a dock, rather than on a trailer. My rudder blade folds backward until it is about 90 degrees to the transom, and still half in the water. I have to fold it because it can hit bottom at low tide at my dock. When the waves get up, the rudder really takes a pounding. I would like to avoid having to remove the rudder every time I finish a sail, so I am looking for a modification to the design that would let me swing the blade on up out of the water. Has anyone done this? I can post pictures on my web site if they would help anyone answer this question.

I have a 93' H19 water ballast. The rudder is the same on the 23.5 W/B and the 26 W/B. I think they changed the design in about 96 not sure but it allows the rudder to pivot about 180 degrees.It is pretty simple design. You could copy this for for yours. I am not able to get my rudder up 180 degrees with the up hual line but I just grab the blade and lift then tighten the huge wingnut. The only time I have had a problem was when I went up the ramp with the blade down. Nasty gouges on the bottom:-( Robert
