This was done to put two lengths of chain together. (the snap link was to hold it for the picture).

What is the best way to join two chains? Quick links?

What's wrong with that method? I'd keep an eye on the cotter pins, otherwise should be as strong as a shackle? You could always put two shackles together, looping the round sides together and have the pins go through the two chain links, then use seizing wire on the pins.

Quick links? Never - not strong enough. Look up chain links, previously discussed on this forum with pictures, too. Your idea is a good one, assuming you compared the SWL of the fitting with the chain.

what you show is absolutely fine, using stainless cotter pins, if you ever want to take it apart there for some reason

a better permanent connection is this.. suncor stainless also sells them in stainless....
if you have a windlass, make sure the type you get will go around the gypsy...
but on second thought, if you had a windlass you are already dealing with that issue with the link you currently have:D
