You mean there's water in "trap" in the drain below the bottom of the cold-box; or, that there is fluid inside the box itself?
The water in the trap forms a "air block" that is useful in keeping the box "colder".
If the hose is full of "crud", then you can try to i) blow it out (best in reverse); and/or flushing it with some cleaner.
If the the issue is that the drain line is "too flat" below the fridge, you could try to create a "trap"
