My safe ride APP from Allstate insurance recorded my trip from Rock Hall to Baltimore. It said I had no sudden starts or stops with an average speed of 6 MPH.

Is driving in the water considered a moving violation? At 5.2 knots, barely.Hope your premiums don’t go up as they prepare to fix your water damage.
If you own waterfront property, maybe the damage will be covered under your home owners insurance.
I just hope you don't have some sort of off-road driving exception clause.

Nah, if you have tried crossing the Kent Narrows Bridge lately you know that 5.2 knots is excessive speed.
