What is the best way to prepare a Hunter 18.5 located on a lake if a hurricane is forecast? Leave it on the mooring buoy or tie it on a floating dock? Should I remove the boom and stow it?

Yes, get the boat out of the water and as far from the water as you can. Remove everything. Tie the boat/trailer down. Read the BoatUS brochure on hurricane protection.
