I just purchased the boat, it needs a complete interior. I'm doing the sole and the seacock for the raw water is way above the floor. Is this normal? It seems

like it is in a terrible spot.

That's one for the books .

Removing the existing 90 deg. MIP X barbed fitting and substituting a street el followed by a straight MIP X barbed fitting may save you a half inch vertical at most.

Seeing as how you're re-doing the interior, maybe relocate to a spot with better vertical height to the sole.

I unfortunately don't have a way to pull the boat Right now. I want to finish it while I'm laid off.. Corona life... One of the other boats I looked at had the seacock in the front of the motor. I don't believe it can be factory because there is only room for one hose clamp. It just seems odd. If it was a foot forward it would be under the engine cover

I can't see it being a factory install either. The consensus around here is that previous owners mostly spent their days smoking crack .

Looks as if the top edge of the valve is well above the sole supports.

Maybe disguise it as a sleeping dog ? ? ? ?

A bit unclear from the thread and picture, but I'm assuming that the sea water intake for the engine cooling? If it were my boat I would replace that big honking elbow with a shorter one that has a barb end for the hose. Being below the waterline really needs two clamps. Typically, marine fittings should have the length of barb that you need.
