the last part is all rust where can i get that and what is the name of that piece

Yanmar makes the part. It is a "STOP CABLE" they are available from Marine Diesel Direct (Torreson Marine). I replaced mine a couple of years ago, I believe it was 21 or 23 feet long. I, too, have 1999 380.
