If you are talking about the blue boot stripe, my old 1984 34 footer it is actually in the gelcoat...It is neither painted or a sticker. It was sprayed into the mold at the time of manufacture. The upper stripe is also in the gelcoat. They then applied the white pin striping to the top which was a vinyl sticker and had the Hunter logo in it. The blue boot stripe as well as the upper can be cleaned up with various degrees of rubbing compound and the color will come back.

A 30 year old boat in Florida, it could be a couple of coats of anti-foul paint covering the factory stripe.
