Here is a link to the US Sailing Handicap website that explains the different handicapping systems: http://www.ussailing.org/offshore/hcapsys.htm For PHRF ratings, try googling: "phrf base handicap hunter 23" and see what happens. I found that these ratings may vary from place to place and in some locations are also modified on the basis of the skipper's past experience and track record. I often found two values for the same boat, which I undertand depends on whether you sail downwind with a spinnaker or just jib and main (JAM). Good luck. Peter H23 "Raven"
