Hunter 22 or 216 keel flaps

My Hunter 22 has a swing keel with flaps. Not sure of the purpose of the flaps, but one of them came loose. Broke out of the one screw, still hold by the second. But otherwise it is just loose and no longer attached to the hull.

Question 1: besides the 2 screws, how is it attached to the hull?

Question 2: what do I do to repair?

A photo would help.

Centerboard/swing keel boats often have a gasket running along both sides of the CB slot. The purpose of the gasket it to prevent water from coming up through the CB trunk.
