you are going to be very close to your 2k limit with a 19, trailer, outboard, and the usual 'stuff'. It may be a struggle to get up the ramp with a full ballast tank.You could probably get by if you are just launching and retrieving, but you may be uncomfortable out on the road.
You will likely be over the GVW as well when you load the crew and provisions into the car but as Henry said if your not planning long trips your going to be OK.If I remember right the water ballasted 19 is about 1500# empty the trailer will be around 700# then add the motor, gear, food, drinks, etc.
Mine is the $7800 one for sale. An earlier post said the trailer weighed 700 pounds. That seems high, but I'm not sure. The trailer pulls very light to me (empty), but the problem may be when pulling out of the water. The water ballast will still be inside and won't drain until it start to rise out of the water. hat adds about 600 pounds.It may be on the upper limit of your vehicles tolerance, but you'll be hard pressed to find as "big" a boat this light. I wanted a small boat, but anything less than this has definite tenderness. I had a H 170 and was always worried about being knocked over. That is not a serious concern in H-19 and I think you'll be hard pressed to find one this size as stable and as light.
