First let me direct you to the above Boat Information section and pull up the Hunter 19 for 1993-1996 and go to down loads. There is a section for owners manual and pull that up. I would suggest that you study or read that first with attention to the centerboard which by the way also works in the same capacity as the 23.5 , 240, 26 and 260 basically.
The next question, what is the history of the boat? If in salt or brackish water, was it bottom painted with anti fouling paint or not. The first thing comes to mind is there barnacles causing it to hang up in the centerboard housing. Is there any debri of any kind stuck between the centerboard and centerboard trunk housing? Who knows it could be the line between the centerboard running up to the deck above the cabin and in a couple of cased folks forgot to untie the line line on top of the deck to lower the centerboard.
Maybe a look under the boat while on the trailer to look up into the centerboard trunk housing. I suggest looking at the manual first to see how the centerboard works but for a better detailed, look at the latest version of the owners manual for the Hunter 260. Then look into the trunk housing and report back what you see.
