Generally most folks can raise that mast as it is light weight. A little more information might be helpful to understand why your question would be helpful.
Does the boat have a topping lift? If so, you could always throw the line around the front and tie the mast off at the bow if that is the issue to stabilize the mast while getting offr the boat to go around to the bow to hook up the forestay. Also you could use the winch strap to the topping lift to pull the mast forward a little in order to attach the forestay BUT BE VERY CAREFUL IF DOING THIS.
