Hull painting re-visited

I've gone down my list of things to do since buying the Blue Pearl, 1993 Hunter 27, and got to hull cleaning, in-water, on Friday.
I used a regular handheld plastic soft-bristled cleaning brush and removed a decent amount of algae and scum. She is docked in fresh water year round and the hull was painted two years ago but hasn't been cleaned, it seems, since.
There were no blisters. The rudder, prop, shaft, and keel were intact and without defects. I noted no gouges, cracking, or defects in the hull.
There was what appeared to be paint oxidation as the water was paint tinged by the cleaning. I assume this is normal.
She did seem to handle easier and responded smoothly.
The previous owner recommended hull painting every 3 years and a local boat repair/storage company will do this. He was satisfied with the work.
I'm interrested in any suggestions on the recommended frequency for hull painting. Will that need to go up to the gunwales?
The waterline seems to be painted, too, as opposed to decal so I presume repainting it is part of the job.
The deck and topside are in great shape and I don't think anything besides continued cleaning and waxing are needed.
I've read lots about paints via Google and this blog. Does anyone have a preferred paint and/or undercoating to recommend or brands to avoid?

In fresh water, every three years is adequate and an occasional gentle cleaning of the bottom helps sailing performance. Any brand name ablative w/ a scum reducer or 'hard' paint with a scum reducer will work fine.

The choice of paint would be influenced by what is on there now... VC17 is popular in he Midwest / Great Lakes region. My boat had VC17 on it when I bout it last season, and it was in good condition. This spring, I wiped down the hull and puta fresh coat of VC17 over the old. This very thin film, hard paint does not need robe scraped off.

You don't generally paint above the boot stripe...

I moor on the north side of the LI Sound and paint with CCP anti fouling paint each year. White top sides was looking pretty ragged and oxidized. Painting was not a viable option due to cost. Used PoliGlow with impressive results. Passes the 3 foot test easily. Even looks pretty good up close. If it lasts the season on the mooring it will get my vote. The directions say that the annual up keep it wash well and apply a few coats. Each coat takes about 45 minutes (stem to Stern) on my H-30. Initial Prep was a bit harder used poli prep cleaner followed by poli ox on A few stains then another go over with poli prep. Finally 6 coats of Poliglow.
