Hull Liner/Electrics Placement

Hello All:
Am in process/about to commence two jobs and would appreciate advice.

1)All the (original?)interior foam backed,vinyl hull liner has been
removed from V2947. Unfortunately the glue residue and some foam bits
left behind after pulling off the vinyl appears impervious to various
removal methods I've tried including several brass/nylon/steel wheels
and discs attached to my electric drill. Scrubbing with a variety of
soaps/solvents, including acetone, got me nowhere. As my intention
was to use the 'KISS' principle and just prep and paint the majority
of the interior hull (at least for now), that approach obviously
won't work with the glue/foam 'crud' left behind. Any suggestions?

2)My electric panel; including battery switches, ammeter, fuse/rocker
switches, etc., are installed in the area immediately above the
companionway top step. The approx 9"X18" wood panel on which the
electrics are mounted was made to swing down for access to the
connections, etc., except there's not enough slack in the wires,
especially the heavy duty battery cables. Even if there were, the
panel would still interfere with easy maintenance of the 2GM20F
Yanmar tucked snugly under the panel and companionway steps.
Moving the panel out of that area would solve a number of issues, the
main one being access to the engine. I've done two fluid/filter
exercises to date which involved funnels with long hoses, a mirror,
and mechanics by the 'touch and feel' method. My plan is to re-
locate the electrics so that with both steps out and a new, plain
wood panel above them easily removeable, the Yanmar's health and well-
being can be attended to with little fuss.
I haven't spent enough time on the boat to decide where best to
locate the new electrical panel. Am leaning towards the starboard
side somewhere in the area above the sink/icebox and/or mounting the
battery switches and their heavy cables separate from the fuse/rocker
switch panels. The batteries are mounted in boxes in the forward
part of the stbd c'pit locker and all original wire has been repladed.
Where have folks who've rewired mounted their panels/battery switches?

Thanks much Colin, looks like painting is out of the question.
Fortunately V2947 came with an unused roll of marine vinyl & am
waiting on a response from the US manufacturer regarding appropriate
adhesive that hopefully will work over top of the old glue. Would
appreciate pics of your electrical restoration. I was shying away
from the port side only because of possible heat problems from the
stove and greater distance from my starboard locker mounted
batteries. Never thought about compass issues, mine's on the stbd
side as well. Decisions, decisions.......
