How to access through bolts above headliner

I need to replace the surface mounted turning block sets. 1/2 the bolts are above the main cabin headliner. Does anyone know a) whether they have nuts or screw into a tapped plate? b) if I can lower the headliner to work on them, and if so how?

Tom,
Do not know if their is a tapped plate. Would guess not. Easy to tell. Try to start removing the bolts. If they just spin you can be pretty sure they have nuts to remove between the headliner and the deck.

Look along the edges of the headliner to see how you can remove it.

What Tartan? The T33 I used to crew on had a soft headliner and the deck hardware bolts weren't visible. I wanted the owner to rebuild the line clutches which would slip. He didn't want to because he would have to take the headliner down. He was a very handy guy who worked for the boatyard at that time. He didn't want to tackle that job.

He didn't want to because he would have to take the headliner down. He was a very handy guy who worked for the boatyard at that time. He didn't want to tackle that job.
Thanks Andrew. It is a Tartan 33, and that's what I'm worried about. Although, the headliner does have a hard surface. I guess there's nothing for it but to start in a corner see what is up there. If it's just held up by the battens, it shouldn't be too bad. If it's glued ...

On my T37, the battens are held up with screws BUT the battens cover up the screws that hold up the headliner. Also, my fittings have nuts between the deck and the headliner.
