15% is the plain vanilla tension on most shrouds/stays, .... not to exceed much above 30% when the boat is over at 45° angle of heel.
Your ('most') single spreader rig will need a 3/4" forward mast *pre-bend* ... forward lowers at ~18-20%, aft lowers at 12-15% .... the pre-bend is THE most important. (your mainsail was cut to match this pre-bow/prebend. Prebend is usually set AFTER the forestay/backstay combo is set to 15%. If multiple spreaders, then 1/2" for each 'spreader set'.
Backstay tension set so as not to exceed the sag or luff 'hollow' shape thats cut into the leading edge profile of the jib/genoa's luff when the sail is windloaded (on a beat and well heeled over) .... but NOT to exceed much above 30% backstay tension when in strong winds and when the boat is well heeled over .... a fatigue consideration.
Here's how to do ... backstay is adjusted for each 'days windstrength', otherwise your plain vanilla jib stay / forestay is 15% tension ... thats what a sailmaker EXPECTS for cutting the leading edge (sagged stay) when flying the jib/;genoa in 15±knots of wind:
