How does the swing keel for a 1993 Hunter 23.5 wor

I'm not sure I'm working the keel right on a 1993 23.5 Hunter I just purchased. I pull down on the rope attached to the block and tackle that is connected to the swing keel and hear the keel 'thump' against the boat when it is fully extended. How do I retract the keel when I'm back at the boat ramp? When I pull on the rope the keel stays in place because it is cleated from when I locked it down initially at the boat ramp. I heard the keel dragging on the ramp as I approached the trailer; NOT A GOOD THING!! Thanks for any help.

youve got it backwards

you release the rope to lower the centerboard(for sailing) . you pull the rope till you hear the thump of the centerboard. this thump is when it is in the fully raised position(for trailering or shallow water)
