I bought this used Avon inflatable, and no book came with it. I forgot to ask the seller how the oarlocks work. It's probably simple, but I can't figure it out. Can anyone explain how they work? Do you just tie it and put a knot in the cord?

You stick the oar through the hole and row, however don't expect it to row well. I've found inflatables are better suited to paddling or sculling. The string may be for tying unused oars onto the boat.

Snap the oar through the opening, paddle side in the water. I think the ties are there to prevent the oar from snapping back out when rowing.

We don't have the ties on ours. We do however have oar stops mounted on the oars to keep the oar in position.
I use the motor (Honda 2hp) whenever I can because they row so poorly.

I just insert the oar in the lock and get with it.

I have seen ties at that location used to wrap around the oar shaft a couple times to prevent to oar from sliding out of the rowlock if you let go of them... there are also beefy o-rings available that can be permanently installed on the shaft as well. not all rowlocks have the split in the top like yours does, that allows for an oar with a permanently placed o-ring stopper to be inserted..
the ties can also be used to secure the oar on the tube when its out of the rowlock, but one end or the other will also have to be secured somehow.
