How about this for ease of bottom maintenance?

The collar would have to be pretty massive; most fins are not situated directly under the boat's center of balance when out of the water, so the stern (usually) would remain wet, even if the contraption would work; you're still left with the fin and the area of hull around the fin that would remain inaccesable. Back to the drawing board?

Brian, there is an easier way! 1 hour after
high tide run the boat aground and wait for the tide to ebb. Clean the bottom and wait for the flood, the boat floats, turn it around and wait for low tide and clean the other side.
