according to waterline calculations. If the 9.9 pushes the boat at anywhere near hull speed and can move you through heavy weather at a good clip, why upgrade? On the other hand, if 15hp will make an major improvement in performance, why not? My 272 has an inboard diesel (10hp) and will move the boat comfortably at 5.5k at 3000rpm. I can live with that. It is my understanding that one of the reasons 9.9 is popular is that it is the highest hp rating that doesn't require registering the motor.
