the HIN of a boat whether home built or not is required by the United States federal regulations. The form of the number is also part of the regulations and thus you can not just make up your own. The number for a home built boat must be assigned by the states boating agency to ensure it is a unique number. Unfortunately there is no way around this to be legal but it is still a beaurocratic mess. Why can't they just issue you a number on the internet and you put it on yourself. Sincve you just built the boat adding a little number shouldn't be too hard,, we manage to put the registration numbers and stickers on the bow ok.

It IS legal to assign your own HIN...

on a home-built boat--at least in most states, as long as it's in the format required by CG regs.

You can probably design your own number. The first couple digits are the ID number os the builder. You might even be able to use your own initials. The model of the hull built, then, usually, the individual hull number in the series, and the build date, month and year at the end. At least that's the order on my boat. Cars are Manufacturer, Model, Engine and Transmission types, check digits, and a 6 digit sequential number at the end.
