Aside from the "blocks" in the pipes form (example 3 to 4) , water seeks it's "own level". #7 seems at first blush to be it.

If the pressure isn't enough to over overcome the outflow spicket, #4 is the only one to fill.

1 dumps 1st into 3 before 2, then to 4 before 5. None of the others will get water.

Not 4: no water gets to 4, the outlet from 3 is blocked.
Not 7, there's a hole in the bottom.

Answer is 3.

I agree with 3 IF the spigots are really blocked coming out of 3. The drop of water coming out of the faucet clearly shows there is a water supply, implied or otherwise. However, BobbyFunn has a point. We are assuming a problem that hasn't clearly been defined.

I still go with 5. Rational- water flows from 1 to the 3 before level raises to 2. Then to 5 which overflows again before water can get to 2.
