Help With Fuel Tank and Filter Needed

I removed my fuel tank to clean it, does any have any hints on how to get it good and clean without cutting a hole in it?

I have what appears to be a stock fuel filter attached to the bulkhead near the motor. It has a red top and a black canister body. There are no markings that I can see. It has a brass hex nut on the bottom and top. How the heck does this come apart to change the element. I have tried all sorts of strap/filter wrenches without luck. Can anyone help? I am just about to chuck this and buy a new unit.

That is a Wix/Fram filter. It is opened by removing the top brass nut. I ordered 3 replacement elements from Amazon for around $33.00.
