Help Identifying Grounding System

Hi All,

I recently bought a 1984 Pearson 34. I’m trying to figure out the grounding system and came across a loose aparatus in the bildge with a large grounding wire leading to it. Any idea what this is? It is just aft of the engine.

my first thought, based on the shape was some sort of home made grounding strap or brush... something like this…


but, it could also be an old thru hull valve with a grounding wire attached…?
