Head refilling

Hope someone can help,after flushing the head refills,looks to come from bottom up.
i cheaked the vint loop and there is water at the top.
1 should it be dry so to stop back flow? if so what is the best way to un clog?

My first guess is that your joker valve has failed. What type head do you have?
