Harpoon 5.2 rigging help

I have just purchased an old (1978
) Harpoon 5.2 and need some help in getting the rigging set up correctly. The manual and exploded diagrams came with the boat, bless her former owner, but over the years some changes look like they have been made. Specifically the rudder diagram shows 2 captive pulleys in the rudder head with a hard line to a cleat to lower the rudder blade and a shock cord to raise it but no indication of how to lead the lines or fasten the non-blade end of the shock cord. She came rigged with 2 hard lines and some added cleats on the tiller and the lines were run a little creatively at best. Any Harpoon owners out there who can shed light on this mystery?

The second mystery is there are 4 evenly space stainless strap loops down the whole length of the front side of the mast that I have no clue as to function. I know they are original as they show on the layout diagrams but they are not noted or mentioned. I can live without knowing but still curious.

Here is a picture of the line routing on a 4.6 rudder, which I believe routes the same as a 5.2:



The yellow is the down line, and the white/green fleck is up. They run to nylon clam cleats on the sides of the stock aluminum tiller. I replaced the down line with an auto-releasing clam cleat, in case of running aground. http://clamcleat.com/cleats/cleat_details.asp?theid2=78 I can assure you it's always an alarming surprise when they pop. One of these cleats obviates the need for a bungee down line, which never work well anyway, and deteriorate relatively quickly. I replaced the nylon clam cleat with an alloy, because I don't trust nylon clam cleats anymore.
