H280 Rudder & Hull Paint

A two part post here and first is to share a recent rudder problem. My 1999 H280 had stiff rudder steering when we bought it and I took it as normal. Then when backing into the slip and going full-rudder, the cable came off and I lost all steering. After a superhero ship-to-dock leap by my wife and a creative line toss by yours-truly we got the boat slipped with some minor dock-rash and no witnesses. I got the marina to re-install the cable and then pull boat out where the rudder was dropped, cleaned, sanded down, greased and re-installed. The cost was reasonable and the steering is now crisp and smooth (I did have the backup emergency tiller on-board, but it wasn't a situation where it was worth installing and using).

While the boat was out, I got an estimate to repaint the hull (it needs it): A complete sanding, 3 coats of Interlux 2000, and 2 coats of bottom paint for $4,500. I have never painted a hull and don't intend to myself, so wondering if this is reasonable number to have someone else do it ?

How bad is the bottom?

It looks like the yard wants to remove the barrier coat and reapply (Interlux 2000), then apply the anti fouling paint.

My 38 year boat was painted with several coats of barrier coat, and has never been repainted (except anti foul).

So, I would wonder why it need the barrier coat reapplied.

Also, what are they using for antifoul? On the Great Lakes, VC17 is a decent anti-fouling, goes on very thinly, does not need to be sanded off to reapply, and will dry in 20 minutes or less.

These shots are my “touch up” of VC17 this spring. I can get 2 years out of a full repaint, and then just touch up on the 2nd year.
