....it is a very cheap (£25) way of getting a GPS signal to supply DSC radio or IAS receivers... I cut the plug off the end and it now supplies GPS input for my VHF and the IAS radar thing that I have fitted. It locks onto satellites super fast and uses next to no electrickery I used a old Nokia phone charger to power it (6V), I also bought the USB version of the same thing to provide a GPS input for my laptop... works really well.
