Can anyone tell me what day, time, etc is good to get a mooring in Block Island.

Block tends to fill up on weekends. I try to arrive on Tuesday thru Thursday. However, I always anchor rather than take a mooring. Either way, mid-week times are less busy.
Another poster claimed recently that the harbormaster is able to rent out private moorings that he knows to be empty. That could also be a possibility for you.

It largely depends on time of year and of course during holiday weeks.
I have found that moorings start to empty out mostly on Sunday,Monday,and the rest of the middle of week and they start getting crowded close to weekend,if going to arrive on a Thursday you should get there really early in the morning,best times are the early part of the week.
All the trips that I have made to block I have anchored,one year I got there on a Thursday and all moorings were full and anchoring was very crowded.

I had that happen one July. There wasn't safe enough room to even anchor.
Fortunately we got a mooring early the next morning.
