Galley foot pump outlet leaks

Our 1985 Catalina 30 has two faucets in the galley, one fresh water pressure faucet and a foot pump raw water pipe. The raw water outlet pipe extends to its fullest and then leaks up around the pipe onto the counter top if you pump it more than gently.

Can these be repaired? Is it an 'O' ring or something?

my foot pump is from the tanks, regardless, I bought a new spout from Defender when the one in our 77' started to leak.
