Fresh Water Tank

I have a 1981 Hunter 30'. On the starboard side in the galley under the seats is a large plastic tank, which looks like it could hold at least 50 gallons. Next to this tank and part of the tank is a portion that is used for water storage but only holds about 10 gal. My question is what is the larger part of the tank used for, ballast? I have looked for another way to get to the large tank but the only way is to take the several screws securing the top of the tank out. Please let me know, thank you.

I have a 1981 30 and have a water tank on the starbord side. It holds about 40 gallons, there are no other tanks. The tank has a port directly under the bunk for viewing water level and quality. The tank does have a baffel is that what you are refering to?. This second tank may be an aftermarket tank placed there by the previous owner who could not use 40 gallons before it went stale.

Thank you for your response to my question regarding fresh water. It is important to me to understand the reason for the extra room in the tank especially for those trips taking three or more days with three or more people aboard. Again thank you.
