Floatation cubes

Oday 23' mini cruiser (1974) Ocean Pines
I recently bought an older 23' mini cruiser which came with several solid styrofoam floatation cubes about one foot on each side scattered in the cabin. Where should these be placed, aft or forward and how to be secured. That they were loose in the cabin indicated they were not secured in the first place not to think that would be desirable.
Your thoughts please.

On my boat I have a roughly equal amounts are under the v-berth and under the cockpit. The forward ones cannot escape as they are trapped under the plywood berth, the aft ones are wedged in and duct-taped together to form an immovable block.

Supposedly with the original factory amount (no idea if that's waht I have) the boat will not sink. Nice thought.
