we plan to leave Panama on April 24th. With stops in San Andreas or Providencia and Grand Cayman. We would like to stop next in the keys in route to NOLA. I am looking for recommendations. where can we go in the Keys where the Marina isn't $300 per night and clear in, spend a couple of days poking around and them move on.

By then the mooring field at Marathon should begin to open up some spaces. All winter they have a wait list. Very well protected in Boot Key harbor.
There is a mooring field on the north side of Key West also. Exposed to north, so very rough in the winter. By the time you arrive it may not be seeing much more in the way of north winds

Stock Island just outside Key West has less expensive berthing, most of it commercial. Check out the Hogfish bar and restaurant, then a cab ride to Key West and Customs.

Last I was there you could find anchoring space in Boot Key, and pay a small fee at dinghy dock for dinghy and pumpouts
