Filter in fresh water line?

I just aquired a 1976 Hunter Cherubini. The freshwater line runs from the tank in the bow under the starboard bunk in the cabin to the galley sink. There is what looks like a filter in-line mounted under the bunk. It is very old looking, possibly original. The galley pump faucet does not work, and before I replace it, could the culprit possibly be this unknown part?

Yes, also check if there is a water saver / strainer on the spout of the faucet. Usually the filters and strainers can be cleaned.

The filter probably is clogged, they should be replaced at least yearly. Go to Home Depot or the like for a new one. No need for marine pricing on this. Same thing for the aerator in the faucet if its plugged so bad you can't clean it. Should be a universal part.

Do not waste time finding the culprit, just replace the pump and the wash and sink fixtures. Pressurize the lines and make sure there are no leaks. Having done that then clean and flush the tank with a chlorine solution.

I'd remove the filter altogether and put a faucet filter on the galley sink. You'll find instructions for cleaning and recommissioning the system in the archives of the plumbing and sanitation forum. Search for "fresh water maintenance." If by "all faucets are manual" you mean that they're hand pumps, this would be a good time install a pump...they aren't expensive...neither are new faucets, which you can get from any big box hardware...there's nothing "marine" about faucets.
