My boat has developed rub/stain marks against its hull where the fenders come in contact with it when the wind blows the boat up against the dock. Does anyone have any suggestions on what kind of cleaner can best remove these marks?

the rub

I've used 3M rubbing compound very successfully on tire marks when other things failed: black streak remover, oxalic acid, acetone, cleaners, etc. The tires were used on pilings by a marina. You can also get covers for fenders (WM, BUS, etc.)

Paint Thinner

As fenders weather in the sun, they can become "gummy" on the exposed surface (usually on top). The gummy residue can easily be remove with paint thinner, mineral spirits, etc. Also use these products to easily remove tape residue left by adhesives. This is all less invasive (and cheaper) than acetone.

I've used Mother's pre-wax cleaner,

it also has a little wax in it so leaves things shiny when done. But it does also remove old wax so I put another coat on area after cleaning.
