Paul, mine is just warm to the touch

immediatly downstream from the raw water discharge of nice cold puget sound water. I don't have/need any insulation on it.

Exhaust

I am in the process of replacing mine and am going to use "header tape". It's what the hot rods use on the tubes of their exhaust to keep the heat down under the hood. Hot rod shop or on line has it in different sizes. Dave

If the riser is hot to the touch,

you probably have to replace it, as the reason for the riser in the first place is to cool the exhaust with water. Your pump, hose, and fitting for the water injection into the riser may be fouled. It should only be warm, not hot.
