Can Do here. I have a 9.2A and when the engine heats up there is steam discharging out of the exhaust. There is raw water being pumped. It has never pumped a lot of water and my water temperature gauge never show overheating. It has always run cool.

Is there a question in there? :)

What engine? That would help. :)

What temperatures outside? It is cold, even in FL these days. Maybe 22F is a new thing for you?!? :)

maybe not enough raw water being pumped thru which would let the exhaust temp rise to cause more steam.
and even if everything is normal, the colder outside temps will cause the steam from the warm exhaust water to be more visible.

I had the same problem. First change the water pump impeller. The pump might be pushing water through but not enough.
I have a Atomic 4 which I'm sure you don't. When I had the problem I was told it was a leak in my muffler(which it wasn't) then I acid flushed the engine. Again not the problem.
Finally I used my head and checked the impeller.
Remember to buy one that can run dry and not get worn.
Hope this helps.

Stu's question remains unanswered. Makes me wonder why ask if the guy doesn't want an answer.

If it is the 5411, what he describes is normal.
