Engine woes

It'll look like a small canister that would house

a rubber diaphram similar to an old mechanical fuel pump. Usually on the line where it connects to engine. These pumps are real low volume Bob, I bet it takes 30 pumps or more just to do the filter and 4 feet or so of line.Looking at a photo of what I believe to be your engine, lift pump is right above dipstick, look around it for a lever. It may have an electric prime but I bet there's a lever on that pump somewhere.

clarification

Bob, can you clarify the following: "I drained the first filter (a Racor 230 series) and found some, but not a lot of black gunk and some water".The Racor 230 has a replaceable element. You wouldn't achieve anything by draining it, you have to replace the element... so hopefully that is what you meant. The second filter on the engine would not show much dirt and hardly ever has to be changes if the Racor is working properly.

If you have

an electric fuel pump, you don't need to mess with the hand pump on the Racor.If you have an eletcric fuel pump, make sure it's after the Racor from the tank. The fuel pumps have little screens in the bottom, which need to be cleaned.Stu
