Engine water intake

Topped boat last week. Went down today and noticed more water in bilge than usual. Started searching and noticed dripping
coming out of water intake filter (engine is 2gm20f). Shut off valve and unscrewed filter housing. First, should housing have a rubber gasket, I cant remember. And second, water still drips out of opening even with valve shut off. Any thoughts.

It's a strainer basket and they sell a rebuild kit for it . Also if it's leeking then when the motor is running and negative pressure is applied (when raw water pump running) it will suck air and pump loose prime and over heat engine

Thank you for response. Should I be looking at replacing strainer basket assembly and or the shut off valve from thru hull.

Just for a replacement strainer basket unless the thru-hull valve is also leaking but replacing the valve is a more complicated task as removal may unseat the thru-hull creating a larger leak.
