Emergency Tiller "Cap" removable for 2000 Beneteau Oceanis 411?

Hello!
I have a 2000 Beneteau Oceanis 411 and wondering if the emergency tiller port has a cap installed on top of it, how to remove, and what does it look like? It seems my tiller port has a cap cover as the tiller itself does not fit snugly in the port. Just wondering if I can remove the plastic (?) cap as it seems stuck, and don't want to forcefully chip away at it if I'm wrong... See PDF for Reference Item 2 and image.

On our son’s B, there was a sprocket which sat in the rudder post hole to which the rudder bar fit. It’s a loose sprocket he once “lost” when it fell under the wheel arm and jammed the wheel preventing it from turning which was the only reason he ever looked there To investigate the cause.

Ok and thanks for the info. Does anyone have a picture of what the cap or sprocket looks like when removed?
