Electric winch on 91 Hunter Passage

How do you get power to the electric winch in the cockpit. Turned on breaker on panel and no go!

Well, the circuit may have an inline fuse that's blown.
Or, the wiring to the breaker has a short.
Or, the breaker itself is kaput.
Or, the winch motor has had it.
Or, the winch itself is jammed.
So many possibilities.
How are your electrical circuit testing skills?

Seems a silly question, but is there an electric motor in the winch motor housing? Our 1991 boat has the motor housing but does not have one. If there is a motor, use a volt meter to check whether you can read 12+ volts at the motor. If no volt reading, then the problem is somewhere up stream. Do the same on both sides of the circuit breaker. Volts coming in, volts going out.

If you read 12+ volts at the motor, what about the switch? Check readings there. Is the switch mounted on the winch? Check that as well, both sides.
