We used a 0.5 hp electric outboard to power our dinghy on a trip to the channel islands last week. We have two 65AH batteries on board and use the one for starting the engine as the power source for the outboard. Experiences are mixed, although positive over all:
+ light weight
+ easy to stow
+ silent
+ cheap (150 EUR)
+ clean (no petrol and grease)
+ recharge by running the inboard diesel engine
- started to show rust marks after two days, although it was supposed to be sea water resistant
- have to carry battery in an out
- not enough power in strong winds
I read that 40 lbs equates to 3,5 hp and can be used for boats of 1300 Kg (50% of vega weight). Our 0.5hp certainly is not enough to power the Vega, although it is possible to move the board around in the harbour if there is no wind or tide.

Ive been told as a very rough guide, 1hp equates to 10lbs thrust at the prop. So if this is correct your 40lbs thrust is about equivilent to a 4hp engine.
