I have a 1984 27' Hunter. At the bottom of the Electric Panel
there is a switch labeled 110V ACC Reversed Polarity
What does Reversed Polarity mean?

Going to make an assumption here "ACC ...." would either be a spelling error for AC or Accessory.
In either case it is no doubt your AC circuit.
AC power comes in over 3 wires, hot, neutral, and ground. The hot goes to the power company, the neutral goes to both the power company and the common (shore installations only, boats are different) ground point and the ground wire goes directly to the common ground point (boats and land installations)
Because boats can have generators there is the need to control the connections of hot and neutral. If you reverse them bad things can start to happen. You may or may not have bad things happen but you are certainly setting yourself and other up to get some nasty shocking if you don't get the polarity (hot to hot and neutral to neutral) right.
So my guess is that your switch either flip flops the hot and neutral or it is a test light switch for the reversed polarity lamp.
Is the switch a push button or momentary contact one and is there a lamp nearby?

If your panel is similar to the attached photo of my old '81 H27, then the "switch" is actually your circuit breaker (CB) for the one and only 110VAC circuit on the boat. It feeds one receptacle in the galley and another in the head/lav area. This was how the stock H27 was shipped from the factory.

The "reversed polarity" applies to a RED neon light next to the CB which indicates whether the incoming shore power is correct. If the neon is missing there may be a hole where it was installed or someone may have installed a blank cover over the hole.

I have a new H27 with a shore power system. On occasions I have had the red light light up indicated reverse polarity. I had a certified marine electrician check the boat system and he states that all wires are correctly connected.

So I then had the port check their electrical box. They said everything was correctly wired. Not their problem.

By "playing" with everything I found out that if I didn't quite turn the power plug at the port's electrical box COMPLETELY it would show reverse polarity. I don't understand the reason but just plugging in the cord into the box and partially turning it results in reverse polarity.

You might try how your power cord in connected. Good luck.
