Catalina 36 with Jabsco Electric Marine Toilet. Toilet is reported to have trouble evacuating solid waste completely. Marine Mechanic inspected and found no clogs in system and said it is functioning as intended but doesn't fill bowl up with water. This system doesn't have a "fill switch". Any suggestions?

I have an electric Jabsco head as well and operates the same as yours. It flushes the bowl with fresh water as it pumps. I've read where some people, that prefer the bowl filled with water, fill it using the shower head before each use.

Check your vented loop on the water supply, I found that I had to plug the vent to get the toilet pump to pump enough water to flush properly when I installed a new electric toilet. Jasbco does have a solenoid valve available for the vented loop.

About "push-button" toilets

Over the decades, many boatbuilders (some building rather expensive brands of boats) install Jabsco manual or electric heads as their "stock" marine head -- helps with their bottom line published price @ boat shows.
Knowledgeable buyers, looking beyond Lowest Price, choose an upgrade like the fine Raritan PH2 line, or even better...

*Expecting that a waste-grinder built to Jabsco Specs would increase your probability of trouble-free operation is an unwise use of mental and even your financial resources.

And then, in general, all of these low and mid-price waste grinders/pumps have a poor reputation, no matter whose label is on the case. At some price point, they probably start to function a lot more like the customer would really want, but that might be a "multiple" of the Jabsco price point.
:(

Something to consider...............
