If there is an electric fuel pump between the tank and the Recor 120 fuel/water filter separator, and the diesel engine is running but there is water in the bottom of the see-thru bowl,can the drain off valve be cracked open to drain off without air being introduced, causing fuel starvation at the injectors? Bleeding my Yanmar 30GMF is not easy!thanks.

That is why the drain is on the bottom
As long as there is pressure in the filter element you can crack the drain and watch the water come out. Be sure to catch it in a cup as you will get some fuel also and that can make a real mess and stink.
