There was an incident locally here in AZ a week ago that those who like to "have a few" while boating should be aware of. A couple guys out for a day on the lake, one falls overboard and drowns, the driver/boat owner who was legally drunk (.15%) may face manslaughter charges. The biggest crime of course is the unnessesary loss of a life.

I like Canada's approach to booze and boating

In Canada it's illegal even to have an open alcohol container aboard any boat that doesn't have sleeping quarters, and then only legal to open it at anchor or in the slip. It's not 100% foolproof--fools can always take it to an island or a beach, get drunk and then get back in their boats...but it makes the kind of stupid behavior you describe a lot harder to do.
