I am looking for information about getting a cover for my Javelin while at the dock. Do I have to make a custom cover or is there one on the market?

You're in luck! They do make a cover for a Javelin. It's called a tent cover and it is available in five different colors to choose from. Check out D&R Marine. Here's their site.
