DIY backrest reupholster

Has anyone reupholstered a backrest without taking it off? Would like to wrap it and use Velcro, but not sure how to attach the other half of the Velcro to the plywood/old fabric side.

I had the opposite problem, my fabric was good but my plywood was delaminated. It was very easy to re-cut the wood and reassemble them. Where the original had one piece on the top, I used two pieces separated by a 2x2. I bolted them through the "rib" that runs down the side, one on top and one under. To say it is steady/sturdy would be an understatement. I'm very pleased with the way it turned out. If I can ever get back to the boat, I'll try to remember to take some pictures.

My experience with sticky Velcro has not been good. I have tried to stick it to battery LED lights, up on the carpet liner (with the goal of not moving them around, so at to "fur" up the carpet) and on almost every one, the adhesive softens in the summer heat, and the dang light falls off.

I haven't commented on the OP yet, because I don't have a 23. However, it was very easy to remove the backrest bolsters on my 192. I had to replace the plywood "shelf" that screwed down into the cabin liner. It was just 4 #12 SS screws. I'm adding a few more screws to make sure it's nice and sturdy, though the originals did last 25 years or so. But I do use them...

I also have had terrible luck with sticky velcro. The PO had velcro screening around the hatch and the companionway, which I thought had been held on by this. So I tried to replace it and it came away in about three weeks.
Wondering what kind of glue might be more successful. The velcro is a great idea because the screens fit perfectly.
